The National Congress of the American Indians (NCAI) was founded in 1944 in response to termination and assimilation policies that the United States forced upon the tribal governments in contradiction of their treaty rights and status as sovereigns. NCAI stressed the need for unity and cooperation among tribal governments for the protection of their treaty and sovereign rights. Since 1944, the National Congress of American Indians has been working to inform the public and Congress on the governmental rights of American Indians and Alaska Natives. In 2002, NCAI issued a Resolution on Sacred Lands sighting this as a priority issue in Indian Country. During the meetings to draft this policy document DeAnna Sarobei Rivera (Boriken Taino), a representative of the United Confederation of Taino People, lobbied for the inclusion of reclamation efforts in relation to the Caguana Ceremonial Center in Utuado, Boriken within the resolution. Her lobbying effort was successful and the Resolution urges NCAI to "Assist the efforts of the United Confederation of Taino People of Puerto Rico in reclaiming the Caguana Ceremonial Site currently under National Park Service Control." Her efforts and the Resolution itself establish two very important facts - one that the Caguana Ceremonial Center is considered sacred to Indigenous Peoples, and two that NCAI recognizes the existence of the Taino Nation represented by the United Confederation of Taino People. |
