UCTP Note: The Universal Periodic Review (UPR) is a unique process which involves a review of the human rights records of all 192 UN Member States once every four years. The UPR is a State-driven process, under the auspices of the UN Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfill their human rights obligations. As one of the main features of the Council, the UPR is designed to ensure equal treatment for every country when their human rights situations are assessed.
 
Paragraph 4, Page 5 of the IITC 2009 submission to the UPR reads “It should be noted that the examples included herein are few. These situations of destruction and desecration exist throughout the United States, including Alaska, Hawai’i and Puerto Rico. In some places Indigenous Peoples are denied entry into these areas, or are forced to buy a permit to enter and pray, as is the case of the Apache and Mount Graham in Arizona or the Caguana Ceremonial Center in Puerto Rico, Sacred for the Taíno Peoples.”
